Joan Foo Speaker Profile

Care Corner Singapore Ltd

Joan has more than 2 decades of experience working with children and families through educational and empowerment programmes via social service agencies and through community building initiatives. She started her career in the special education sector where she found her passion for supporting children, collaborating closely with educators and families to ensure that every child has the needed support to thrive. She then spent 12 years in the Philippines, working with communities facing poverty and systemic inequality to build on their resources and overcome challenges through community building efforts and educational outreaches to children, youth and mothers.


In the past 5 years, Joan’s work at Circle of Care focused on bringing together and strengthening interdisciplinary support for the holistic development of the child. Joan has worked with social work practitioners and preschool educators to build their practice competency across a range of topics from children’s learning and development to parent-child relationships. Most recently, she spoke at the “In The Making” – Early Childhood Development Conference 2023 to share her knowledge and experience on supporting children with additional needs. Joan also provided consultancy services to KidSTART Singapore Ltd, focusing on capability building and implementation coaching for 7 different organisations to support the national scale-up of the KidSTART programme.


She is currently with Care Corner’s Circle of Care Consultancy Services as a consultant/trainer to provide capability building services to social service practitioners and educators. Joan holds a Bachelors degree in Psychology and a Masters in Counselling.
